In England the IRB Laws of the game, the IRB Under 19 variations, the RFU Under 19 variations and the RFU Continuum regulate children’s rugby. The Continuum covers all rugby under 12, in Wales a similar but by no means identical set of rules exist known as the Rugby Pathway. Touring sides in Wales should be aware of the local variations especially in respect of the earlier introduction of kicking and handing-off.


The RFU have also published a Child Protection guideline with codes of conduct for players, coaches, parents/spectators and referees. All participants are urged to read and adhere to the code. Most continuum games can include a mixture of both boys and girls. In addition the RFU have published guidelines for very young players.

At junior level the girls normally play separately but there is slightly more mixing across year groups. Girls rugby is regulated by the Women’s RFU (see below).
